Frank was the son of Phineas Waterworth Born 1858 Shelf near Halifax and Elizabeth Rawstron Born Leeds 1857, they married at Oldham in 1880.
Frank left Leeds Boys Modern and worked in the Leeds City education department as a junior Clerk.
After passing the relevant exams Frank moved to London to work in a government department, and joined the Civil Service Rifles at the beginning of the war. He was later transferred to the Rifle Brigade obtaining his commision.
Frank lost his life in March 1918 and lies where he fell to this day, and is remembered on the Tyne Cot Memorial to the missing.

"Son of Phineas Waterworth Lee and Elizabeth Lee, of 398, Meanwood Rd., Leeds. Enlisted from the Civil Service 1915."
